You have to open the console and to write :

/bind p [or all the other types (abcdefghijklmnopqrstuvwxyz)] say Wh4t @ w0nderfull He@dsh0t by Knife-L@dy !

you have to enter,

$location

but it's also possible to enter

$weapon
$ammo

and all this things

Sadly i don't know how to bind TeamTalk. But i know how to bind Radio

/bind "key" ut_radio 2 2 NeeD Med!c @ [$location] and !'m [$health]

You can also modify the radio calls, like f.e. to call the medic...
i think u have to enter:
/bind x(or any other numeriques) ut_radio 9 8 (or any other numeriques in the radio "U") and than the sentence that u want (like f.e. HEAL ME BABY...)

ive seen people with teamtalk binds.
